Former Health Policy Aide to Senator Kent Conrad Joins Washington Office
Bolstering a team of experienced life sciences specialists in the Government Strategies practice, law firm Foley Hoag LLP announced the arrival of Lindsey Toohey as Health Policy Specialist. Ms. Toohey was formerly Senior Health Policy Advisor to Senator Kent Conrad, Chairman of the Senate Committee on the Budget.
Ms. Toohey joins a leading, nationally recognized team of legislative and regulatory professionals working with biotechnology, pharmaceutical and medical device companies. Her practice will focus on advising the firm’s life science clients on developing successful regulatory and legislative strategies to improve and reform health care and enhance innovation and competitiveness of global leaders in the life science industries.
As Senator Conrad’s health policy advisor, Ms. Toohey advised him on a wide range of health policy issues, ranging from Medicare, Medicaid, comparative effectiveness, and Food and Drug Administration (FDA) regulations, to dialysis coverage, telemedicine and rural health. She has extensive experience working with the Centers for Medicare and Medicaid Services (CMS) on complex payment issues affecting nursing homes, pharmacies, hospitals, physicians, and ambulance personnel.
Ms. Toohey played an instrumental role in the creation of the Comparative Effectiveness Research Act of 2008, and drafted relevant sections enacted as part of the American Recovery and Reinvestment Act of 2009. She also served as lead staff for the Senate Steering Committee on Telehealth and Healthcare Informatics. Ms. Toohey received the National Rural Health Association Legislative Award in 2007, and received her B.A. from Marquette University.
