Home health care is emerging as an attractive, public policy-supported alternative to traditional institutional care for reasons of cost, family and community connectiveness and, perhaps most importantly, personal happiness. As the U.S. population continues to age (from 40 million over age 65 in 2010 to 88 million in 2050) and as the needs of the severely disabled and those with special needs who now live at home are considered, it is not economically desirable nor feasible to produce enough hospital beds or to build sufficient assisted care and nursing facilities for this many people.
Government policy plays a major factor here, too. The Patient Care and Affordable Health Care Act (ACA, popularly known as ObamaCare) includes a focus on home and community-based care. Add to this an increased sales efforts by home health agencies, we now see hospitals and physician practices trying to directly address home health care and its benefits to their patients as part of their medical services. Recent innovative pilot programs using cost-effective technologies have demonstrated that healthcare at home for patients with a wide range of conditions is practical, preferred by them and can dramatically lower overall costs while improving the quality of life vs. moving to assisted care and nursing homes. Consumers are now asking their physicians, discharge planners and other health care advisers about the availability of home health products and services. Very few people want to leave their homes and technology is now available to help keep them there, in many cases to the end of life.
The ACA also requires hospital executives to focus attention on reducing incidents where patients are readmitted to a hospital within 30 days of discharge. As this provision goes into effect, it will reduce reimbursement at hospitals where patients with heart attack, congestive heart failure and pneumonia show high readmission rates. In Massachusetts, the Integrated Care Organization initiative to be implemented this July will also look to address disabled and special needs adults from 21- 65 via better home health care planning. As one example, it is quite clear from the data that home health agencies using telehealth technology to monitor patient status can significantly reduce the incidents of patients being re-hospitalized. Dramatic growth is expected in this market and there are real opportunities today to partner with hospital leadership to implement programs that help patients, help hospitals, help physicians, and help home health agencies.
