Constance Garner to Speak at 50th Anniversary of Developmental Disabilities Assistance

Foley Hoag Policy Director and Practice Leader Constance Garner will speak at the 50th Anniversary of the Developmental Disabilities Assistance and Bill of Rights Act, being held November 15 at the White House in Washington, D.C.
Garner’s panel, entitled “Education 50 Years from Now,” will focus on what education will be like for students with intellectual/developmental disabilities.
“Children with either intellectual or developmental disabilities have many unrecognized talents in a variety of areas ,” Garner said. “Traditional education and special education in schools will need to look at things differently. Once these students are identified, there needs to be an early trajectory in place for the children to become capable and confident in life. The impact of technology will be a large factor in bringing these children to equal within the larger society, which can easily be done when afforded the necessary services and support.”
Garner is the Policy Director in Foley Hoag’s Government Strategies Practice Group and Executive Director for Advance CLASS, Inc. For 17 years, she served as Policy Director for Disability and Special Populations to the U.S. Senate Committee on Health, Education, Labor and Pensions (HELP). Garner was the lead Democratic committee architect for the CLASS Act, the major long-term care legislation that is part of the Affordable Care Act. She also served in the U.S. Department of Education as Director of the Federal Interagency Coordinating Council for Children with Disabilities and as the secretary of education’s principal liaison on interagency healthcare matters.
