Former U.S. State Dept. Special Envoy Arsalan Suleman Joins Foley Hoag as Counsel
December 14, 2017
M. Arsalan Suleman, former U.S. Department of State's Acting Special Envoy to the Organization of the Islamic Conference (OIC), has joined Foley Hoag LLP as a counsel in the International Litigation & Arbitration Practice. He will primarily advise sovereign States and State-owned companies in North Africa, the Middle East and Central and Southeast Asia.
“Through his legal and diplomatic work around the world, Arsalan has gained a stellar international reputation,” said Foley Hoag partner Paul Reichler, Chair of the firm’s International Litigation & Arbitration Practice. “He will be a great complement to our public international law practice.”
As the State Department’s envoy to the OIC, the world's second largest international organization after the United Nations, Suleman engaged with its member states on bilateral and multilateral foreign policy issues, including participation in Heads-of-State Summits and Ministerial Level Meetings. He launched the first-ever U.S.-OIC annual bilateral consultations, institutionalizing the U.S.-OIC relationship via an annual dialogue process.
“Arsalan will be a considerable asset to our foreign and domestic clients in international disputes,” said Foley Hoag Co-Managing Partner Kenneth Leonetti. “His background with the U.S. State Department and notable work with the OIC will augment the extensive expertise already offered by our international litigation and arbitration team.”
Suleman is a graduate of Georgetown University and Harvard Law School. He also earned a Master of Philosophy in International Peace Studies from Trinity College, University of Dublin. Following his tenure at the Department of State, Suleman was a Nonresident Fellow at the Georgetown University Institute for the Study of Diplomacy.
