My understanding of the legislative process allows me to support a variety of clients in meeting their strategic goals.
Eli Greenspan advises clients on legislative strategies across a broad range of health care issues, including pharmaceutical and diagnostics development, health care workforce issues, health equity, and issues impacting seniors and individuals with disabilities. He works with clients in developing advocacy strategies for issues before Congress or to compliment work before key federal agencies.
Throughout the COVID-19 pandemic, Eli has advised clients in building support for issues with key congressional decision-makers, including key offices on the Senate H.E.L.P. Committee and House Energy & Commerce Committee.
Eli also works with national stakeholders in developing effective legislative strategies to address health care and immigration-specific workforce issues. Through this work, he represents clients before Congress and with key stakeholders, which includes organizing sign-on letters and preparing messaging materials.
Prior to joining Foley Hoag, Eli worked on a number of health care access and oversight issues, advising clients throughout the 2017 Affordable Care Act repeal effort, and working on medical device safety and oversight issues before the Food and Drug Administration (FDA). Through this work, Eli researched and developed policy positions for clients, identified key supporters on and off Capitol Hill, and monitored state activity across two dozen states.
Eli started his career in Washington D.C. as a legislative correspondent for Senator Martin Heinrich of New Mexico focusing on health care, education, and appropriations issues. Outside of health care, Eli is the founder of MLB Daily Dish, a website dedicated to coverage of Major League Baseball, and also wrote for Bleacher Report and ChicagoNow covering the Chicago Cubs.
