Jeremy Meisinger is an associate in the firm's Administrative Law Department. He counsels clients on a variety of regulatory questions, in such contexts as healthcare, data privacy, and energy.
Jeremy has substantial experience in advising healthcare providers, insurers, and related entities on both Massachusetts healthcare regulations and federal Medicare and Medicaid regulations. He utilizes this experience to assist providers in complying with regulations and understanding ongoing regulatory developments, and to advise on regulatory risks and opportunities in acquisitions, financings, and similar transactions.

Jeremy’s data privacy and security work focuses on helping emerging and established companies in developing privacy policies, information security policies, and similar documents – both proactively and in response to government and other investigations. He advises on the applicability of a wide variety of statutes regulating data privacy at the international, federal, and state level – such as the Health Information Portability and Accountability Act, Children’s Online Privacy Protection Act, Family Educational Rights and Privacy Act, and the European Union’s General Data Protection Regulation – and helps companies to craft external and internal policies to achieve compliance and advance business success.
Jeremy has significant experience in assisting clients under investigation by federal and state regulatory agencies, such as the Centers for Medicare and Medicaid Services, the Massachusetts Attorney General, and the Massachusetts Division of Insurance. Jeremy helps clients to understand allegations, investigate facts on the ground, and come to productive resolutions.
Jeremy is experienced in litigation that has a regulatory dimension, such as in the healthcare and environmental contexts, in both state and federal courts. Jeremy’s litigation experience extends to both the trial and appellate phases of litigation, and Jeremy has contributed to appellate briefs before the First and Second Circuit Courts of Appeal, as well as the Massachusetts Appeals Court. He maintains an active pro bono practice, focused on representing victims of domestic abuse and other crimes.
