Foley Hoag’s Public International Law practice, as well as Professor Pierre d’Argent, have been ranked in the inaugural Public International Law practice rankings in the 2026 Chambers France Guide. Foley Hoag is one of only four firms included in the rankings.
The guide recognized Professor d’Argent as “an outstanding lawyer” who is “extraordinary to listen to…a very good lawyer who is very talented.”
The Public International Law practice was highlighted for being a “well-reputed PIL practice with global coverage and a strong international network."
The Chambers France guide, first published in 2025, recognizes law firms from across the French legal landscape in over 50 practice areas at the nationwide level. Rankings are based on a combination of data and an in-depth interview process.
The rankings also represent a new milestone for the Paris office, which recently celebrated its 15th anniversary as well as a new office in the 8th arrondissement, which will serve as a key location for the firm’s International Litigation and Arbitration Department, which includes the Public International Law practice and the Commercial Arbitration practice.
Foley Hoag’s International Litigation and Arbitration Department handles many facets of public international law, representing Sovereign States in high-profile disputes before the International Court of Justice, the International Tribunal for the Law of the Sea, the Permanent Court of Arbitration, the International Centre for Settlement of Investment Disputes, ad hoc tribunals, regional human rights courts and domestic courts. Foley Hoag also represents international organizations and assists in the mediation and conciliation of disputes, and in negotiation of agreements with other States and foreign investors.
