I represent Sovereign States, public and private entities in high-stakes international disputes.
Luis E. Brugal Bravo advises and represents Sovereign States and State-owned entities on matters of public international law and international investment law. He has experience representing clients in a wide range of disputes under ICSID and UNCITRAL rules.
Prior to joining Foley Hoag, Luis worked in the International Legal Defense Department of the Ministry of Industry, Commerce and Small and Medium Enterprises of the Dominican Republic as a member of the State’s legal team on investor-state arbitrations in diverse economic sectors, as well as trade disputes before the World Trade Organization (WTO). In that position, he contributed as a member of the government’s negotiating team for trade and investment treaties. He also represented the Dominican Republic as a delegate to Working Group III of the United Nations Commission on International Trade Law (UNCITRAL), which discusses the reform of the current investor-state dispute settlement system.
Previously, Luis worked as an associate in the litigation department of a major law firm in Santo Domingo, Dominican Republic.
